China May Execute SARS Quarantine Violators

China has said it will execute or award a jail sentence of up to life imprisonment for anyone violating quarantine and intentionally spreading SARS.
The supreme court and the country's top prosecutor laid down the punishment in an interpretation of laws on hindering the prevention or treatment of sudden disease outbreaks and other disasters, the Xinhua news agency said late on Wednesday.
"Intentionally spreading sudden contagious disease pathogens, endangering public security or serious personal injury, death or heavy loss of public or private property will be punishable by from 10 years to life in prison or the death penalty," the state agency said.

On the one hand, we have reports that supposedly SARS is under control in China, and that new infection rates are going down. On the other hand, we have pronouncements from the Chinese government that anyone caught breaking quarantine or "intentionally infecting" other people will be punished by death.
Somehow these two things don't seem to fit together. If SARS is under control why make such Draconian rules?

SARS could pick up in the country side while it may be slowing down in big cities. Can't take the chance of SARS picking up again in the rural area, I guess. It would be an international embarrassment to Chinese regime, which it cannot stand.
No more black eye to the reigme, due to SARS.

It certainly would help stop the spread of SARS. Isn't it nice to have China as our largest trading partner?

Funny, huh? 30 million Canadians buy more US goods than a billion Chinese. BTW, the WHO announced yesterday that Canada is now no longer considered a danger as far as SARS is concerned. In fact, it's pretty much done here, there's just a few cases left in hospitals.
If the Chinese gov't had not stuck their heads in the sand initially, denying and covering up, they wouldn't be in the this situation now, trying to make it look like they're serious about it with pronouncements like this.
